To all HUD Homeless Assistance Grant applicants:

Congress appropriated $25 million in the McKinney-Vento Homeless Assistance Grants for
2008 to demonstrate the effectiveness of Rapid Re-housing programs to reduce family
homelessness. Communities can apply for Rapid Re-housing funds as part of the Homeless
Assistance Grants competition process (Continuum of Care).

One provider from the Greater Virginia Peninsula Continuum of Care may be awarded a
three-year grant of up to $229,785 based upon meeting the necessary qualifications for a
Rapid Re-housing program. If you would like to be considered for this additional funding,
please submit a brief letter of intent no later than 5:00PM on Monday, August 18. Letters
should be sent to Continuum of Care Coordinator, Beverly T. Gooden at bgooden@theplanningc
ouncil.org or faxed to 757-622-4223.

Rapid Re-housing
National Alliance to End Homelessness

$25 million has been appropriated for FY 2008 to conduct a demonstration
on the effectiveness of Rapid Re-housing programs in reducing family
homelessness.

HUD is directed by Congress to select a limited number of sites to receive funds
for this demonstration through the Homeless Assistance Grants competition
process (Continuum-of-Care applications). When selecting sites, HUD is
directed to select sites that:
* Have proven experience in providing Rapid Re-housing services
* Strong performance of Continuum-of-Care
* Represent geographic diversity

Selected programs can use funds to provide:
* Short-term housing assistance (including up to 18 months of rental
assistance)
* Housing placement services
* An array of appropriate services for families.

Up to $1.25 million can be used to evaluate the effectiveness of the program.
The evaluation will include a cost benefit analysis, including both direct and
indirect social benefits, and success of the program in keeping families housed.

Background:
Rapid Re-housing is a set of strategies to help families quickly move out of
homelessness and into permanent housing. It typically involves:
* housing search and landlord mediation assistance
* short-term or flexible rental assistance
* transitional case management services

The set of strategies are consistent with a Housing First approach which
prioritizes a focus on helping individuals and families access permanent housing
as rapidly as possible and providing services primarily following a housing
placement. Some communities that adopted Rapid Re-housing strategies as
part of a Housing First approach were able to substantially reduce homelessness
among families or prevent shelter stays altogether. By helping families exit
homelessness more rapidly, shelters are able to accommodate more families
without increasing capacity.

The Task Force on Homelessness will NOT be meeting this coming Tuesday, July 15.



The Task Force will meet on Tuesday, July 22, 2008 at the Mary Immaculate Hospital Resource Center. The Committees will meet at 1 PM and the Task Force will meet at 2 PM. .



Task Force members are urged to make every effort to attend the GVPCCC Quarterly Meeting, this coming Tuesday, July 15, beginning at 2:00 PM. The program will be:

Opening Legislative Doors - Chris Spanos, Government and Public Affairs Counselor of SPANOS Consulting Group LLC will provide vital information to help us understand the process of legislation and how to develop lasting City and State relationships that will enhance your ability to effectively represent your organization and those you serve. The event will be held on July 15, 2008 at 2:00 pm at Mary Immaculate Hospital Resource Center in Newport News. Contact Cynthia Murchison-Grice (757) 643-4363 for additional information.

It is important that members of the Task Force have a large representation at this meeting. Mr. Spanos makes an excellent presentation and has a fantastic understanding of the VA General Assembly. Please make every effort to attend or have staff and/or board members from your agency attend.

Emergency Plan for Extensive Heating Conditions
June 6-8, 2008

Five facilities will be used as cooling centers throughout the city during extreme heat conditions. Citizens are encouraged to go to one of the centers, Patrick Henry Mall or any safe place to stay out of the heat. Mall officials have also been notified of the expected heat conditions. Doris Miller and Midtown Community Centers will be open on Saturday. Hilton and Denbigh Senior Centers are prepared to open on Saturday and Sunday if heat conditions worsen.

Centers will be open for extended hours beginning Monday June 9th. Please call the centers for additional information.
